Executive Summary

We will create a new class of optoelectronic device the size of a postage stamp that is capable of operation at bandwidths of hundreds of gigahertz and at power levels of hundreds of watts, thus improving the current state of the art by over three orders of magnitude. This revolutionary technology will have numerous national security applications, including cyber security, electronic warfare, and remote sensing.
